Changes to the affordability ratio and its impact on local housing needs

The government has just published an update to the ratio of house prices to earnings, which is used in the standard methodology to calculate the "adjustment factor" when determining local housing needs. The table below illustrates how the standard methodology calculation works in practice and the direction of travel for each LPA.

The table below shows both the previous adjustment factor used in December 2024 (3rd column) and the new adjustment factor based on March 2025 figures (penultimate column, in orange), making it easier to see how the figures have changed. The "adjustment factor" reflects house prices, so broadly speaking, it has gone up in the Midlands and North West and down in London, reflecting the different directions the housing market is taking across England.

Final local housing needs figures depend on an update to the LPA's housing stock figures, expected to be published by the government in May 2025. For a range of tools to help make the case for housing see our Housing Toolkit and Resources pages.
