Housing Delivery Test Results for the 4 years to 2023

The results of the Housing Delivery Test for every LPA for the past 4 years show the direction of travel over time. To find a LPA, use Ctrl+F to quickly locate it in the webpage.

From December 2024 the HDT methodology changed to use the new 'standard method' for calculating housing needs. See 'The Insider's Guide to the Housing Delivery Test' for details and key weblinks.

Please note the HDT results for 2020-2023 use the old standard method using the 2014-based household projections. The 2021/21 monitoring year has an adjustment for the Covid pandemic, using 8 months of housing delivery instead of 12 months. Various tweaks mean different years are calculated slightly differently; for details check the Government guidance for each year's HDT measurement here.

Impact of Covid on the Housing Delivery Test

The Government made a significant adjustment for Covid, reducing the housing requirement to nil for the 5 months March – July 2020.  Consequently the housing requirement is only based on 11 months for the 2019/20 year and 8 months for the 2020/21 year. The 3 year housing delivery was therefore divided by 2 years 7 months housing requirement for the 2020/21 year.  Details are contained in the HDT Technical Note published alongside the Housing Delivery Test results.
